Filipino citizens living in the U.S. Northeast region can register as an Overseas Voter at the Philippine Consulate General in New York located at 556 Fifth Avenue, New York, NY 10036.
Bring the following:
1. A valid Philippine Passport;
If you don't have a valid passport, submit your birth certificate issued by the Philippine Statistics Authority and a valid Green Card (original and photocopy of both);
2. If you are a Seafarer: a photocopy of your Seaman’s Book or any other document that will prove that you are a seafarer should also be submitted
3. If you are a Dual Citizen: Dual Citizenship certificate (original and photocopy)
4. For those applying for a passport: accomplished Passport Application form.
